AN INTRODUCTION TO A COMMUNITY COUNCIL

A local Council is a body corporate with perpetual succession and a name. It is composed of Chairman and Councillors. One of the Councillors may be elected as Vice Chairman. As a body corporate the Council is treated as a person. All lawful Acts, assets and liabilities are its own. To be eligible for office, electors roughly speaking, should be over twenty one years of age and can become members by various means. For example a) by Ordinary Election, b) Bye Election c) Cooption to a casual vacancy, d) Appointment by District Council and e) Return after a successful petition.

Llangybi Community Council holds its meetings on the third Tuesday of each month in the Village Hall and notice of a meeting and the Agenda, is displayed by the Clerk on the Notice Boards in each Ward. Members of the Public and Press are invited to attend the meeting or submit questions/issues by e-mail or post to the Clerk. The meeting is presided over by the Chairman or Vice Chairman. The Clerk is present to take the Minutes and to present the previous month's Minutes for Approval by the Council and they are then signed by the Chairman.

At the Meeting all correspondence received are discussed and action taken. The discussion of planning applications received from the County Council is very important and these and decisions made by the County are discussed thoroughly. The Clerk presents the Financial balances and any invoices etc that need to be paid. These cheques are made out by the Clerk and duly signed by any three of the Councillors present. Local matters are brought to the attention of Councillors and action is taken. The meeting usually goes on for about two hours and is usually very lively.
