PLANNING
 
The following planning applications were received from MCC:-
DC/2008/00048  Cider Mill Barn, Treherbert Road – Erection of 2m high ‘hit & miss’ fence. The Planning proposal was reviewed by the two ward Councillors & discussed by the Council.
Recommended REFUSAL
 
DC/2008/000131 – Land at Llanddewi Court – Agricultural Notification – Erection of agricultural barn for storage of hay & straw.
The evidence the Ward Councillors gleaned from site visits and from comments made by the applicant give the Council reservations about the full legitimacy of this application – a lot of the information available is conflicting and there is strong local objection. The Council therefore feels unable to make a fair decision at this point.
 
DC/200800072 – 1 Upper Cefn Carnau, Llangybi – Conversion of barn to form one dwelling (Revision to previously approved scheme)
The Council did not find it particularly easy to make a direct comparison with the earlier approved plans as it would appear that there are changes. There was concern regarding the landscaping of the site and of the overall development, which serves to confirm the Council’s original concerns that this development is intended to be far more than for private domestic use.

LOCAL MATTERS
 
1        Councillor J Greenland reported that there were big potholes on the bottom road in Llandegfedd.
2        Concerns were voiced regarding the erosion of the grass verge and bank alongside the first Glanynant Complex in Llangybi and directly opposite the village Hall, on the right hand side of Ton Road as you approach from the Portakabin/Portaloo that MCC have placed on the same location, whilst doing extensive roadworks, has greatly worsened the situation and will only serve to encourage vehicles to regard this as a parking area. The Council would like to  request MCC to convert this space into a proper layby.
3         The Clerk was asked to contact Grove Risbey regarding the footpath from St Cybi Avenue to Parc Road in Llangybi. The Council understands that this is not a highways matter but it has been told that the matter would be referred to the appropriate body.
4          Councillor C Watts has made enquiries regarding the proposed opening of a Waste Disposal plant in New Inn. There has been a public meeting and information can be obtained on the Torfaen Web Site.
5         Motorists driving down Ton Road in Llangybi are asked to drive carefully as many residents of Glanynant cross the road and often do not hear cars approaching them.
6         PC Mike Thomas attended the meeting and gave his report for the last few months.
7         A letter was received from Usk Civic Society regarding the traffic situation in Usk. The Council acknowledged the letter and said that it shared their concerns as similar problems are experienced in Llangybi
8         The water at the Llangybi Well has been tested by Severn Trent Laboratories and has proved to be pure.
