NOTES ON THE MEETING OF LLANGYBI FAWR COMMUNITY COUNCIL HELD AT LLANGYBI VILLAGE HALL ON TUESDAY 15th DECEMBER 2009.

 

 

MATTERS ARISING

a.       Date for Annual Dinner – Cllr. Love made a chart for everyone to complete with the dates they were available. Friday February 19th 2010 was still the most popular. Cllr. Dale will try to get back for the meal. Cllr. Love to arrange with the White Hart and send out a menu.

b.      Street light in Llandegfedd – Cllr. Greenland to visit resident and report back to the Clerk. Clerk to contact Roger Joy at MCC re: replacing removed street lights.

c.       Tidy Towns – Cllr. Love declared that there was nothing to report as he hadn’t heard from Debbie. Cllr. Love felt that this was a further example of the badly managed Tidy Towns Initiative.

d.      Bus timetable casing – Clerk to contact Macemain + Amstad Ltd. and order a standard timetable casing in either brown or green.

e.       Board for Coed-y-Paen – Clerk to contact Cllr. Watts.

f.       E-mail from Kath Rees – MHA – Kath confirmed that a contractor has been approved to cut back the trees at Glanynant and asked if County Cllr. Clarke is involved in the request to look at the grassed area opposite the Village Hall. Kath suggests a joint visit to discuss options. Clerk to arrange. Clerk to remind Kath that the sign is still missing.

g.       Letter from Chris Brain – land adjacent to Play Area – A figure of £10,000 might presently represent the value. Cllr. Love proposed that the CC writes to the solicitor with an offer of £8,000 to purchase the land for amenity use. Seconded by Cllr. Cameron. All present were in favour.

h.      E-mail from Tim Bradfield – land adjacent to Play Area –TB is not aware of any funding streams. He suggested contacting Fields in Trust Cymru as their role is to protect recreation land. It was suggested that Play Wales is contacted.

i.        E-mail from Kevin Rees-Davies stating that MCC could tarmac the footpath across the play area as a permanent solution quoting £760.00 + VAT. Cllr. Greenland suggested asking for drainage pipes every 10 yards. Proposed by Cllr. Cameron and seconded by Cllr. Greenland. Clerk to contact KR-D.

j.        BT Kiosk – Cllr. Rogers handed the Clerk the information needed to contact the Energy Supplier. Cllr. Rogers had contacted several suppliers e.g. NPOWER, SWALEC and EON. EON was the most competitive charging 10.5p per kilowatt + VAT and no standing charge. EON estimated 175 kilowatts which would be approx. £20 per year. Cllr. Rogers proposed that EON’s quote was accepted which was seconded by Cllr. Dale. Clerk to send certificate.

k.      Dog fouling – Cllr. Love wrote an article for the STEPS Magazine and was happy to report that he hadn’t had any irate citizens contacting him about the dog fouling article. Kate Arnold visited the Churchyard and as a result sent new signs. Cllr. Love to decide where to place. There are more available if needed. Cllr. Cameron reported that there has been an improvement. Cllr. Cameron suggested notices.

l.        LDP Newsletter & Satisfaction Survey – Cllr. Love completed the Satisfaction Survey and returned.

m.    Copies of electoral roll – Clerk handed them out.

n.      Usk Playscheme 2010 – The CC decided that it was happy to make a donation. It was hoped that there would be better publicity. It was decided to make an equivalent payment for 2010 and top up if there was an increase in attendance of the scheme.

o.      MCC – Review of Principal Local Government Authority Areas – Cllrs. Love & Rogers were surprised to find a low attendance. The Review is looking at the ratio of County Councillors to electors with the ideal being 1:1750. A solution could be a re-distribution of wards purely for election purposes.

p.      HMP Usk & Prescoed Annual Art & Craft Exhibition – Cllrs Rogers attended for the first time and found it quite interesting. There were a range of artistic skills on display along with a tour around the work-shops e.g. brick laying, carpentry etc. One especially gifted inmate was working on commissions. Cllr. Rogers met the new governor, Steve Cross.

q.      Highways pro forma – Drop down kerb at the bottom of Parc Road – Engineer will assess to see if request is feasible. Sign post for Llandegfedd – Martyn Evans to acquire a new sign. Signs along Ton Road – Martyn Evans to investigate.

r.        Hedge cutting – Cllr. Backhouse to check if sign is visible.

PLANNING APPLICATIONS

DC/2009/01109 – Extensions and alterations to house & erection of detached garage – Ty Perrot House, Coed-y-Paen – Refuse - Llangybi Fawr Community Council wishes it to be known that it understands and supports the extensions and alterations to the house but has reservations to the size and position of the detached garage/workshop (as indicated on plans).

1.      Is the garage/workshop for personal or commercial use? If for commercial has there been an application for change of use?

2.      The position of the proposed garage/workshop is in close proximity to a neighbouring, listed cottage (MCC UDP CH7 10.10.2).

3.      Environmental and health and safety concerns regarding noise levels and fumes.

4.      The position of the proposed garage is nearer to the neighbouring dwelling than to the applicant’s house (MCC UDP DES1 (d) Maintain reasonable levels of privacy and amenity of occupiers of neighbouring properties where applicable).

5.      The properties have a shared access. A larger garage/workshop could result in an increase in large vehicles.

6.      More large vehicles using narrow country lanes.

7.      There is a lack of clarity as to the intended use of the garage/workshop (MCC UDP E4).

8.      The neighbour attended the CC Meeting to express concerns.

DC/2009/01098/NEW – Portal frame agricultural storage building – Whitehall Farm, Coed-y-Paen - Approve

 

LOCAL MATTERS

a.       Cllr. Greenland explained that the edge of Route 104 at Brook Cottage was completely eroded and causing a serious issue. Clerk to contact Highways.

b.      Cllr. Dale stated that the salt/grit bins, outside Little Pen-y-Glog, Ton Road (Route 104) had not been replenished or the broken one repaired or replaced. Clerk to contact Highways.

c.       Cllr. Rogers reported that some of the reflective posts on 204.2 were missing.

d.      Cllr. Dale asked for information on the footpath at Dale’s Wood. Clerk to contact Richard Garner.

e.       Cllr. Backhouse had surveyed 8 footpaths for MCC and reported back with his comments.

f.       (i) Cllr. Davey explained that there were still bulbs to be planted and more volunteers were needed.

(ii) Pot holes are developing on R106 adjacent to Llansoar Farm. Clerk to inform Highways.

(iii) R106 on the approach to Caerleon pot hole in front of 3rd speed bump. Speed bumps not visible as colour has worn away.
